REQUIRED EXPLANATION OF REQUEST
  The Library Board respectfully requests Controlling Board approval to waive competitive selection in the amount of $294,450.00 in FY18 from Fund 3130, ALI 350601 (LSTA Federal), to renew software from Who's On My WiFi, Oklahoma City OK to ensure accuracy in required federal reports of wireless users in public libraries.

 
  The vision of the State Library of Ohio is a Smarter Ohio where every Ohioan can access all the necessary resources to be engaged citizens, excel at their jobs, participate in the workforce, and pursue their passions and interests. This vision dictates our missions of building and managing quality collections and providing hands-on service to state government, partnering on collaborative efforts and information sharing networks within the library community, and providing virtual, online, and on-the-go access to expert assistance, digitized resources, and a vast selection of electronic materials.

According to a January 2017 Pew Research Center report, 77% of U.S. adults have a smartphone, up from 35% in 2011 and tablet ownership has increased to 50% among adults. One-in-ten adults use their smartphone as their primary means of online access. Additionally, nine out of ten adults indicate that they regularly use the internet.

All public libraries must report annual statistics to the State Library and the Institute of Museum and Library Services (IMLS) as mandated in ORC 3375.02. One of the required data elements is the number of wireless sessions provided by the library wireless service annually. Without a standard method of collecting wireless use in public libraries, the State Library cannot create an accurate snapshot of how mobile devices are using wireless networks in Ohio public libraries. The renewal of this software will ensure that public libraries have the necessary data to understand and plan for their patrons? wireless use as well as accurately and consistently report wireless use to IMLS. Finally, the renewal of this software will improve the State Library's abilities to meet our vision and mission statements by providing accurate counts and use of wireless sessions for statewide planning purposes.

Renewal of this software will standardize data being reported to the federal government and the State Library and will ensure that information being reported is accurate and consistent among all public libraries. This request includes access to training for public library staff as needed, quarterly conference calls with State Library staff, up to 200 support calls per month as well as software licenses for every public library outlet in the state of Ohio.

Who's On My WiFi is a sole source product that is manufactured, sold, and distributed exclusively by IO3O LLC dba Who's On My WiFi. No company makes a similar or competing product. This product must be purchased directly by institutions from Who's On My WiFi. There are no agents or dealers authorized to represent this product.

Controlling Board approval is therefore requested to renew this software at a cost of $294,450.00.

  The purchase of this software improved the State Library of Ohio?s abilities to meet our vision and mission statements by providing accurate counts and use of wireless sessions for statewide planning purposes. This product was originally purchased in September of 2016 to standardize data being reported to the federal government and the State Library of Ohio in order to ensure that information being reported was accurate and consistent among all public libraries. The provider has been responsive to State Library and public library requests to develop new releases and reports for local and statewide planning purposes.

Who's On My WiFi has protected its technology using the patent system & maintains strong copyright and trade secret protection on many of its algorithms, data formats, and visualization tools. Their solutions provide monitoring of point in time device usage on a wireless network.
