REQUIRED EXPLANATION OF REQUEST
  Lorain County Community College respectfully requests Controlling Board approval to release capital appropriation in the amount of $171,112 from Fund 7034, ALI C38311 (Workforce Based Training and Equipment) in FY18, and a waiver of competitive selection in the amount of $170,610.00 to purchase sole source equipment from Advanced Technologies Consultants Inc., Northville, MI, for the purchase of the equipment related to the Workforce Training and Equipment RAPIDS initiative in Elyria, Lorain County.  
  This funding request represents Lorain County Community College's (LCCC) portion of the RAPIDS capital appropriation which addresses the regional workforce needs through the equipment required for educating students and training employees to fill in-demand jobs within the NE Ohio region and throughout the state of Ohio.

Cleveland State University's and LCCC's business partners expressed a current and growing need to train students on expanding advanced manufacturing, with a particular focus on additive manufacturing techniques. Additive Manufacturing, or 3-D printing, is the process of building products and components directly from a digital model through layering material, and is being applied to a wide range of industries, including aerospace, automotive, biomedical, defense, and materials manufacturing. Additive Manufacturing has the potential to substantially reduce the cost and time of prototyping in production industries and could enable the mass customization of products.

LCCC's portion of the Rapids appropriation is $171,112, and will be used to purchase two (2) 3-D printing systems from Advanced Technologies Consultants, Inc. (Vendor ID 0000092417.)

The equipment purchased is:
1) A Stratasys OBJET 260 Connex3 3-D printer, which offers a UV-cured polymer delivery system, with multiple-material printing capabilities, and varied properties and hardness (durometer), and water-soluble support.

2) A Stratasys F-370, which is a Fused Deposition Modeling (FDM) 3D Printer, depositing ultra-fine beads of heat-softened thermoplastic along a software determined extrusion path. Engineers choose FDM for durable end-use parts and engineering prototypes.

The Stratasys 3-D printers were specified due to their unique abilities and the leadership role of Stratasys in this emerging field. The Stratasys F-370 is the only FDM printer offered by a major 3D printer manufacturer. It is a commercial style machine that will enable LCCC's industrial partners to experience true production of additive manufacturing. The F-370 also gives LCCC the capability to infuse electronics or other components within the 3D part. The Stratasys OBJET 260 Connex3 printer will allow LCCC to produce realistic finished clear or color parts, that are durable and flexible.

The purchase of the equipment allows LCCC to work with employers to train in rapid-prototyping, CNC (computer-numeric controls), and high-speed laser-cutting/machining and will complement LCCC's existing manufacturing instruction. Access to cutting-edge, additive-based manufacturing techniques will serve to enrich students' educational experience and supply them with the necessary skills they need in a quickly changing workforce.

The total purchase of the two printers is $170,610, the balance of the appropriation will be used as a contingency allowance.
