  The Ohio Department of Medicaid (ODM) respectfully requests Controlling Board approval for a waiver of competitive selection in the amount of $1,896,105.50 in FY21 from Fund 3F00, ALI 651624 (Health Care Federal Fund), Fund 5DL0, ALI 651685 (Medicaid Recoveries-Program Support), and Fund GRF, ALI 651425 (Medicaid Program Support-State), to contract with Axia Consulting, Inc. of Columbus, Ohio under DAS STS 534597 for strategic resources.  
  The vendor will research and examine system structures and operations to advise on ways to reduce Medicaid application and renewal backlog. The vendor possesses the experience and expertise in the systems to immediately offer assistance to the counties by grouping the applications and renewals into subsets that will allow counties to process them in batches rather than county workers processing them one at a time. This vendor has been working on multiple projects in this area over the last year that have significantly reduced the number of outstanding applications over the last six months. In addition, Axia provides crucial analytic support that aids the State's response to the Covid-19 pandemic. They provide accurate and timely information regarding application trends, approval rate trajectories, and they provide critical base data that is used in forecasting Medicaid enrollment trends, as well as combining Medicaid data with other state agencies for those projections.

This Statement of Work (SOW) is for the contractor to provide strategic resources to ODM's Fiscal Office with senior level guidance, strategic support, subject matter expertise through the agency's efforts of creating efficiencies while implementing new technology and process improvement practices. This work will cover a portfolio of enterprise level initiatives including the Ohio Medicaid Enterprise System (OMES), the Ohio Health and Human Services Enterprise Data Warehouse (HHSEDW), and the Ohio Administrative Knowledge System (OAKS). The team for this project is estimated at five (5) full time and one (1) part time resource working on Developing, Directing, and Reviewing Enterprise Data Warehouse Business Integration, Fiscal Operations Process Improvement and OMES Integration, and Data Visualization.

Axia holds State Term Schedule #534597 with the Ohio Department of Administrative Services which is the contracting vehicle for this SOW. Axia has a successful ten-year track record of working with other state agencies such as the Department of Taxation, the Environmental Protection Agency, and the Nursing Board.
