  Ohio University respectfully requests Controlling Board approval to release capital appropriation in the amount of $6,289,264.00 from Fund 7034, ALI C30158 (Academic Space Improvements), in FY20, and approval of an agency released competitive opportunity per ORC 127.162 to contract with Gilbane Building Company, Providence, RI, for construction manager at risk services for the Clippinger Renovation-Phase 2 project in Athens, Athens County.  
  Clippinger Laboratories, located in the South Green of Ohio University's Main Campus in Athens, houses the departments of Physics and Astronomy, Chemistry and Biochemistry, Geography, and Geological Science. It is used for research and undergraduate teaching, including both classrooms and laboratories. Originally built in 1965, with renovations completed in 1989 to accommodate the Department of Chemistry teaching labs, minimal investment has been made to address deferred maintenance and programmatic improvements.

The scope of work for this project is a multi-year, multi-phase approach to expand and renovate the Clippinger Laboratories into modern teaching and research labs, classrooms, collaboration spaces, and faculty offices. During Phase 1 of the project, an approximately eighty-two thousand square foot addition will be constructed for the purposes previously described. During Phases two through four of the project, renovation of the existing building will occur to address deferred maintenance and programmatic improvements.

In a previous release, OHU0100373, FY19, appropriations for the design phase of the project were released. The consultant selection was completed in accordance with sections of ORC 153 regulating the contracting of professional services. Fees that the University felt were fair and reasonable were successfully negotiated with the firm and a contract with BHDP Architecture was executed.

The appropriation request for release at this time is for the construction phase of phase 2A of the project. An RFQ for a Construction Manager at Risk was published on the Ohio Facilities Construction Commission website in accordance with sections of ORC 153, regulating public improvements to state facilities. The vendors were given 30 days to respond and all proposals received were rated according to the best value selection process. Four SOQs were received and all were invited to submit proposals and interview with the selection committee. As a result of the best value selection process, it was determined that Gilbane Building Company was the most qualified vendor to perform the work.   

Ohio University entered into contract with Gilbane Building Company utilizing local funding for the preconstruction services. Successful GMP Amendment 1 has been negotiated for the construction portion of the CMR contract. A copy of the GMP proposal is included in the attachments to this request. Ohio University will be utilizing the funds requested here in conjunction with local funding to contract for GMP Amendment 1 to the existing contract with Gilbane Building Company.
