REQUIRED EXPLANATION OF REQUEST
  The Ohio State University respectfully requests Controlling Board approval to release capital appropriation in the amount of $291,600.00 from Fund 7034, ALI C315H3 (Dark Fiber), in FY18, to purchase equipment for the OARnet Network Equipment project in Columbus, Franklin County.  
  The "Dark Fiber Project" refers specifically to the OARnet Network. The OARnet network is a dedicated high-speed fiber-optic network linking Ohio colleges and universities with research facilities to support education, research, and promote economic development. It is a dedicated high-speed broadband network that was designed as a next generation network. In terms of physical infrastructure, the OARnet network is made up of 2,248 route miles of fiber optic cable that creates a statewide network backbone. In other words, the OARnet network is a statewide data transportation system for schools, research institutions, and government. This data transportation system serves the growing needs of education and research in Ohio due to the advanced capabilities of the network.

The advanced capabilities of the OARnet network come from how data is transported across the network. Instead of two streams of data on a traditional network, the OARnet network's fiber optic network can transport up to 32 high-capacity streams of data in each fiber optic cable. The data does not collide because each stream of data is on its own distinct wave of light. This technology is called Dense Wave Division Multiplexing or DWDM. Optical fiber provides the most cost-effective and scalable solution to higher education's long-term needs and can be customized to meet unique research and educational requirements.

This request is to purchase optical transport cards for the 100 Gigabit upgrade for the cities of Portsmouth, Ohio and Cincinnati, Ohio. The new equipment will deliver increased internet capacity to Portsmouth and Cincinnati, allowing OARnet the capability to provide state agencies and higher education clients, as well as K-12 schools, with more bandwidth.

OARnet has complied with procurement policies established by The Ohio State University Board of Trustees. Quotes were requested from three vendors. GoldTech at a cost of $291,600.00, CDW-G at a cost of $311,040.00 and CISCO at a cost of $311,040.00. The vendor selected is GoldTech because they are the lowest bidder and are a minority business vendor doing business in Ohio. GoldTech (OAKS SID 0000069690) of Ohio is a State Term Schedule (STS) Vendor with STS Contract ID#533110-3-28 and a certified MBE and Edge Vendor located in Ohio.

The appropriation requested in this Controlling Board request is contingent upon approval of Controlling Board capital transfer request BOR0100405.
