REQUIRED EXPLANATION OF REQUEST
  The Ohio State University respectfully requests Controlling Board approval to release capital appropriation in the amount of $56,575.00 from Fund 7034, ALI C315FW (Resonance Spectrometer), in FY18, and a waiver of competitive selection to contract with Thomas Keating LTD., West Sussex, United Kingdom, for the Resonance Spectrometer project in Columbus, Franklin County.  
  The Ohio State University (OSU) requests that $56,575 be released in support of the purchase of one high frequency Electron Spin Resonance (ESR) Quasi-Optical Bench spectrometer with accessories from Thomas Keating LTD located in Billingshurst, West Sussex, U.K. (OAKS VIN 0000249769). The total cost of this equipment is $226,300. After extensive studies of the market by OSU it was determined that Thomas Keating LTD was a Sole Source manufacturer for this highly specialized system based on technical specifications required. Thomas Keating LTD has provided similar systems to the National High Magnetic Field Laboratory, Pacific Northwest National Laboratory (PNNL), and National institute of Standards and Technology (NIST) with success and our researchers have spent time analyzing the existing systems. Thomas Keating LTD has been able to quote with favorable pricing as similarly compared to these other national labs. OSU received an Action Fund Award for a Resonance Spectrometer system in the amount of $160,854 in addition to a grant from the National Science Foundation for $750,000. OSU will also provide a cost share match of $160,854.

The purpose of the Resonance Spectrometer project is for the construction of a broadband 330 GHz variable temperature magnetic resonance spectrometer system which will be used for material characterization. The Electron Spin Resonance System, once combined with other components will be used to conduct electron paramagnetic resonance spectrometry at high frequencies. This equipment will be paired with the Vector Network Analyzer systems that were purchased already under this ALI on Controlling Board Request OSU0100859. The equipment that is being purchased is needed for characterization and operation of the system that will be constructed. The ability to probe material properties with millimeter wavelength will enable better development of new materials for millimeter wave applications.

The purchase of the Electron Spin Resonance system will benefit the State of Ohio by becoming a part of a spectrometer system that will be installed at The Ohio State University where it will be accessible not only by the researchers from The Ohio State University but also to other interested researchers at universities throughout Ohio. Due to the high cost and complexity of such measurement systems, they are not widely available to researchers. To our best knowledge, there are no other similar systems located at a user facility available to researchers in Ohio.

The purchase of this equipment will enhance our abilities to probe material properties with millimeter wavelength which will lead to better development of new materials for millimeter wave applications and enhance the potential for new discoveries, obtaining more federally funded research grants and thus create the potential for new job opportunities for Ohioans.

  Based on the Principal Investigator's (PI) and Co-PI's extensive market research which included contacting national labs regarding their current Electron resonance equipment it was determined that there was only 1 vendor capable of producing this highly specialized integrated instrument.
