  The Ohio State University respectfully requests Controlling Board approval to release capital appropriation in the amount of $167,095.00.00 from Fund 7034, ALI C315DX (Thorne Hall-Wooster), in FY18, and an agency released competitive opportunity per R.C. 127.162 in the amount of $167,095.00 to contract with Heapy Engineering, Dayton, Montgomery County for Commissioning services for the Wooster-New Laboratory Building project in Wooster, Wayne County.  
  History of the Building: The primary home to entomology research, Thorne Hall, was constructed in 1923 and no longer provides high quality research space, and its facility infrastructure is long past its useful life. The size of the facility is too small for the department which is currently distributed across the Wooster Campus. The physical structure of Thorne Hall is of no historic or sentimental value to the University. ATI's primary classroom and teaching laboratory facilities, Halterman Hall and Skou Hall are in poor condition. The University is unable to perform simple renovations of these facilities without replacing major infrastructure. The existing chilled water plant/system is beyond capacity and will not be sufficient to accommodate the new facility. Fisher Auditorium was construction in 1968 and has been used by the greater Wooster community as an auditorium and meeting space for over 40 years.

Scope of the Project: This project will replace two 100-year-old facilities with one new LEED Silver facility by constructing a new science building on the OSU Wooster Campus. The scope of work will include the new science/laboratory building, addition of new equipment in the chilled water system, and upgrades to Fisher Auditorium. The new facility will be constructed to accommodate entomology research. Undergraduate lab space will be included in the new building to promote collaboration as well as to take advantage of common infrastructure. The anticipated GSF of the new facility is 55,700 GSF. Existing chilled water plant/system is beyond capacity, and additions/alterations to this chilled water system and associated work are necessary to accommodate this project. Additional scope in Fisher Auditorium will include dining service improvements and renovation of the library and technical space.

Purpose of this Request: This request is to release appropriation to contract with Heapy Engineering for Commissioning Services. The commissioning firm will ensure that all systems are well designed, complete and functioning properly upon occupancy and through all seasons, and that staff has adequate system documentation and training. The commissioning agent will assist in providing design review comments, commissioning related documents to incorporate into the construction documents, and a commissioning plan for the project to ensure the LEED Silver Certification requirements of the project.

Selection Process: A Request for Qualifications was posted in the Ohio Register on August 31, 2017. Thirteen (13) firms submitted Statements of Qualifications on September 19, 2017. Subsequently, the University shortlisted and interviewed four (4) of the respondents. The University selected Heapy Engineering because of their overall experience level in a variety of disciplines and previous performance meeting the needs of the University.
