  The Ohio State University respectfully requests Controlling Board approval to release capital appropriation in the amount of $6,032,959.00 from Fund 7034, ALI C315FB (Koffolt/Fontana Laboratory Renovation), in FY18, which includes an agency released competitive opportunity per R.C. 127.162 in the amount of $5,509,551.00 to amend the contract with Ruscilli Construction Co., Columbus, Franklin County, through a GMP Amendment for Construction Manager at Risk services for the Advanced Materials Corridor-Phase 1 project in Columbus, Franklin County.  
  History of the Buildings - Koffolt Laboratory was originally constructed for Chemical Engineering in 1960 and is 83,700 gross square feet. Koffolt is four stories with a basement, and has a high bay space on the north end that will be demolished. Fontana Laboratory was an addition to Koffolt, built in 1964 and is 32,300 gross square feet. It was originally constructed for Metallurgical Engineering. Fontana is four stories with a basement and a mechanical penthouse. Both buildings, being over 50 years old have mechanical and electrical systems that are near the end of their useful life. They also require life safety updates, elevator upgrades, windows, roofing, interior finishes and technology upgrades. Neither building have significant architecturally historical value.

Scope of the Project - The scope of this project includes a total renovation of the old Koffolt Laboratory (currently named 140 W. 19th Ave.) and Fontana Laboratory, which are two adjoining buildings and the replacement of the existing high bay space with a new addition. Upon completion, the buildings will house the departments of Materials Science & Engineering and Biomedical Engineering. The scope will include site utilities, hazardous materials abatement, selective demolition and new construction typically associated with an extensive renovation of laboratory buildings that are over 50 years old. The renovated spaces will include classrooms, teaching labs, research labs, offices, conference spaces, and support spaces.

Purpose of this Request - This request will release appropriation to amend the Construction Manager at Risk contract through a GMP Amendment. The CMR contract is being increased to add Phase 1 construction services to the agreement. A second GMP Amendment will be submitted at a later date for the remainder of the construction services. This request will also release appropriation for local admin fees and construction contingencies.

Selection Process - A Request for Qualifications was posted in the Ohio Register on November 21, 2016. A Request for Qualifications was also posted in the Columbus Dispatch on November 22, 2016. Six (6) firms submitted statements of qualifications on January 5, 2017. Subsequently, the University shortlisted and interviewed three (3) of the respondents. The University selected Ruscilli Construction Co., Inc. because of their extensive experience with working with the University on previous similar projects and relevant recent laboratory experience. Ruscilli Construction presented a solid team with overall experience in all areas pertaining to the complexities of this project.
