  The Ohio State University respectfully requests Controlling Board approval to release capital appropriation in the amount of $964,622.00 from Fund 7034, ALI C315X2 (Integrated Tech Infrastructure), in FY18, and to waive competitive selection to contract with Independents Fiber Network, Auglaize County, Ohio, to provide leased dark fiber in Springfield for the Integrated Tech Infrastructure project in Columbus, Franklin County.  
  The Integrated Technology Infrastructure project refers specifically to the Shared Systems Infrastructure (SI) at the Ohio Technology Consortium (OH-TECH), a division of the Ohio Department of Higher Education (ODHE). OH-TECH Shared Systems Infrastructure provides technology infrastructure services to all of ODHE and to the Ohio Academic Resources Network (OARnet), the Ohio Supercomputer Center (OSC), and OhioLINK.

In 2013, the Ohio Department of Higher Education earmarked one million dollars for network infrastructure to support the Unmanned Aircraft Systems (UAS) research in the Springfield/Dayton/WPAFB region. This funding was transferred to the Integrated Tech Infrastructure ALI (C315X2) on 2/13/2015. OARnet was charged with developing a plan for the network infrastructure that would meet the bandwidth and uptime requirements for UAS. The uptime requirements are strict because airborne vehicles cannot lose contact with ground control for any appreciable amount of time. The plan called for leveraging the existing OARnet network with new construction to meet those requirements.

OARnet always seeks to leverage activities to benefit the entire state-wide community. To that end, OARnet has developed a plan to expand the project to assist school and community connectivity requirements. The enhanced project would upgrade the OARnet Point of Presence (POP) at Springfield and expand the network footprint to serve multiple needs, including the UAS project and better network protection for the western and southwestern portion of the network. In addition, there are 15 universities with UAS projects or research that will benefit from the buildout of UAS facilities, which includes a Ground Based Sense and Avoid (GBSAA) radar system in Springfield.

This request is to purchase fiber optic network paths that will be utilized to build out network connectivity to the UAS location near Springfield, OH. This fiber will also be leveraged to upgrade connections to current users of the network. This purchase is $964,622 from Independents Fiber Network located in Wapakoneta, Ohio.

Per Controlling Board Manual, SECTION 9.30 - PUBLIC UTILITY SERVICE WITHOUT BIDDING AND NOTICE of the Revised Code: The appropriate public officer of the state, county, municipal corporation, township, school, or other public body or institution, may acquire the service, product, or commodity of a public utility at the schedule of rates and charges applicable to such service, product, or commodity on file with the public utilities commission, or the applicable charge established by a utility operating its property not for profit, at any location where such public utility service, product, or commodity is not available from alternate public utilities, without the necessity of advertising to obtain bids, and without notice, irrespective of the amount of money involved.
