REQUIRED EXPLANATION OF REQUEST
  The Ohio State University respectfully requests Controlling Board approval to release capital appropriation in the amount of $171,428.00 from Fund 7034, ALI C315FZ (Electron Microscope) and a waiver of competitive selection to purchase sole source equipment from FEI Company, Chicago, IL, for the Electron Microscope project in Columbus, Franklin County.  
  The Ohio State University (OSU) requests that $171,428.00 be released in support of the purchase of one Quattro Environmental Scanning Electron Microscope (ESEM) System with accessories from FEI Company (FEI) located in Chicago, IL (OAKS VIN 0000090102). The total cost of this equipment is $980,450.00. The cost of this purchase will be shared as follows: $171,428.00 will be provided from the Ohio Department of Higher Education (ODHE) Action Fund, $171,428.00 will be provided from OSU as a match to the ODHE appropriation and $637,594.00 will be provided via a grant from the National Science Foundation. After extensive review by the PI, Dr. Tyler Grassman and his staff it was determined that FEI was a Sole Source manufacturer of electron microscopes to offer ESEM pressures in a field-emission SEM that allows for observation of specimens in real world conditions such as wet/humid, hot or reactive environments. FEI was able to provide a Standard Price List offering of the equipment and accessories as a comparison to the quote to show the large discounts we were receiving on the equipment.

This SEM will be housed at The Ohio State University's Center for Electron Microscopy and Analysis (CEMAS). Presently, CEMAS holds one of the largest concentrations of electron and ion beam analytical microscopy instruments in any North American institution. One of the central missions of CEMAS is to provide wide-ranging access to state-of-the-art instrumentation to researchers and educators across the state of Ohio. CEMAS's regular users include University of Dayton, Case Western Reserve University, and University of Akron along with AFRL and NASA governmental labs.

CEMAS and ThermoFisher Scientific have developed remote access capabilities, through customized hardware/software, that remove the limitations of physical proximity and provide access to those that would otherwise go without. The purpose of this project is to purchase the first ESEM equipment for CEMAS that is fully compatible with the customized remote hardware/software system, providing the user base with access to this powerful instrument at remote locations via Ohio's OARnet fiber-optic network. This remote accessibility will help facilitate a broad user base. This includes users with disabilities by allowing the remote stations to be located in ADA compliant locations, university students throughout Ohio and students grades 7th-12th. This will also facilitate planned partnerships, with activities centered around and enabled by the proposed ESEM to be formed between the PIs, the Center for Science and Industry (COSI) children's technical museum (in Columbus, OH), and the Columbus-based Ohio School for the Deaf (OSD).

The remote access capabilities of the ESEM will empower the discovery of new scientific knowledge and make possible transformational advances in a number of vital research and education fields, including advanced functional materials, high-performance structural materials, and forward-looking engineered biomaterials.

  The PI and his department conducted market research to determine if other vendor's had the capabilities to provide a scanning electron microscope to the technical specifications required. The PI's department contacted other companies and provided the technical specifications to determine if they could meet our requirements. Based on research/feedback an RFQ could not be conducted.
