REQUIRED EXPLANATION OF REQUEST
  The Racing Commission respectfully requests Controlling Board approval for a waiver of competitive selection in the amount of $300,000.00 from fund 5JK0, ALI 875610 (Horse Racing Development-Casino) and $365,000.00 from fund 5650, ALI 875604 (Racing Commission Operating Fund), in FY21, for contracts renewals in the amount of $95,000 for Jennifer McQuinn, DVM, Centerville, Warren County $110,000 for Richard Langford, DVM, Chagrin Falls, Geauga County $110,000 for Lisa Fox-Wright, Wellington, Lorain County $75,000 for James Robertson DVM, Grove City, Franklin County $90,000 for Lester Teeters, Canton, Stark County $90,000 for John Yinger, Columbus, Franklin County and $95,000 for Daryl Parker, Cincinnati, Hamilton County for veterinary services, judging and stewards services at various race tracks.  
  The Racing Commission requests permission to exceed the $50,000 limit for our Veterinarians and Presiding Judges and State Stewards in FY21. Our veterinarian, Jennifer McQuinn, will be working at three tracks (Belterra Park, Dayton Raceway and Miami Valley) and will have a contract for $95,000. Richard Langford will have a $110,000 contract and be working at Thistledown and Mahoning Valley. Dr. Langford occasionally fills in at Northfield Park as well for Dr. Fox-Wright. Lisa Fox-Wright has a $110,000 contract for Northfield Park which is our track that is open year round with no breaks in race days.

They are all experts in their field and have always served the needs of the Racing Commission in an exemplary manner. We also have contracted with James Robertson once again in FY21 to be a medication expert. He will be responsible for monitoring the Commission's statewide equine health and testing program. He will also serve as a resource for medication issues and will assist with the ongoing development of medication and testing policies. His contract will be for $75,000.

Lester Teeters will continue to serve as Presiding Judge at Northfield Park, a year round racetrack and we are requesting an $90,000 contract for Mr. Teeters. John Yinger will serve as our other Presiding Judge and will rotate between the other three Standardbred race tracks. He will work at Dayton Raceway, Miami Valley and Scioto Downs and will require a contract in the amount of $90,000. Daryl Parker will serve as State Steward at Thistledown and Mahoning Valley and we are requesting an $95,000 contract for Mr. Parker. The positions of Presiding Judge and State Steward are regarded as the most important at the race track and these gentlemen have the expertise to ascertain any irregularities during the running of a race to determine if there are unusual wagering patterns. They have a thorough knowledge of the rules and regulations that govern racing in Ohio.

The Racing Commission will be paying these contractors from two different funds, 5650 (Operating Fund) and 5JK0 (Racing Commission Fund). Fund 5JK0 is funded from the Racing Commission's share of Casino Revenue money and only contractors working at tracks that are not owned or operated by those that hold a majority interest in an Ohio casino facility or Ohio casino license can be paid from this fund. We are requesting to pay Presiding Judge Lester Teeters from Fund 5JK0 as well as Dr. Lisa Fox-Wright and Dr. Jennifer McQuinn for her portion of her contract that relates to work done at Belterra Park and Miami Valley. Also, Presiding Judge John Yinger will be paid from this fund for the work done at Miami Valley and Scioto Downs. The remainder of our contractors will be paid from the Racing Commission's Operating Fund.
