REQUIRED EXPLANATION OF REQUEST
  The Ohio Facilities Construction Commission respectfully requests Controlling Board approval to release capital appropriation in the amount of $450,000.00, from Fund 7026, ALI C230E5 (State Agy Planning/Assessment), in FY18, to provide funding for state capital master planning and facility assessments.  
  The current capital bill, SB 310, contains $1,500,000.00 for OFCC to conduct master planning and facility assessments for various state agencies. The purpose of this request is to release the final portion of those funds.

Facility assessments determine the current physical condition and level of repairs and reconstruction necessary to maintain an efficient, long term operating environment. This supports the master planning process for facility development for all state agencies. Agencies utilizing a master planning process benefit from a more complete and supportive capital planning process, improved quality of their capital budget submissions, and increased efficiencies in facility operation and building usage. State decision makers benefit by having more complete information for allocating limited state capital dollars.

This Commission has a long and successful history of conducting master planning and facility assessments for K-12 facilities around the state. This has been a foundation of the state's K-12 building program. State agencies utilizing this process are now realizing similar benefits.      

OFCC has and will contract with various vendors using agency released competitive opportunities previously approved by the Controlling Board to provide facility assessments, capital master planning support, and environmental hazard assessments for the Department of Mental Health and Addiction Services, the Department of Transportation, the Department of Job and Family Services, the Department of Administrative Services and other state agencies with whom the Commission is working. The majority of these released funds will be used to reimburse OFCC operating funds that were used initially to fund the contracted services. In addition, the OFCC is expanding its central database of agency facility assessments and is continuing to work with other state agencies for future master facility plan opportunities.
