REQUIRED EXPLANATION OF REQUEST
  The Ohio Facilities Construction Commission respectfully requests Controlling Board approval to release capital appropriation in the amount of $313,872.77 from Fund 7026, ALI C23016 (Energy Conservation Projects), in FY 20, the amount of $256,432.00 to contract with Sparta Electric, Elida, Ohio, to replace interior and exterior lighting including poles, bases, conduit and conductors for safety, security, and energy savings at Allen-Oakwood Correctional Institution, 2338 N West St, Lima, Ohio 45801 in Allen County. OFCC project number: SFC-20N001.  
  The scope of this project is to upgrade and install interior and exterior LED lighting including poles, bases, conduit and conductors. The current lighting is at the end of its useful life and is costly to maintain. It is estimated that this equipment will save $63,000.00 annually in utility costs. The project pays for itself out of savings in 4.0 years, while the equipment will continue to generate savings over the remainder of its estimated 10- to 15-year life. The contractor will install all exterior lighting where they will have limited interaction with inmates. The Institution staff will install all interior retrofit lamps.

This project is necessary to complete at this time to provide for the health and safety of staff and inmates at Allen-Oakwood Correctional Facility. Current lighting is inadequate to provide an adequate level of illumination and ongoing maintenance has been delayed in anticipation of this project's commencement resulting in a situation where much of the existing lighting is failing. If the project is not completed, the institution will incur additional expenses to replace existing lighting. The State will incur additional costs due to re-bidding of the project at a future date and will lose the opportunity to participate in a utility rebate program expected to expire in 2020.

OFCC conducted a competitive bid through Bid Express, the State's electronic construction bidding application, and awarded to the lowest price responsive and responsible vendor in accordance with Section 153.08 of the Revised Code and Section 153:1-1-08 of the Administrative Code. The request is for Sparta Electric in the amount of $256,432.00, for interior and exterior lighting at Allen-Oakwood Correctional Institution, 2338 N West St, Lima, Ohio 45801 in Allen County. Because of a known site condition with lamp poles that may need to be replaced, we are requesting release of 20 percent of the contract amount for a contingency fund in the amount of $51,286.40. The OFCC Energy Services administration fee is $6,154.37 for a total of $313,872.77.
