  The Ohio Facilities Construction Commission respectfully requests Controlling Board approval to release capital appropriation in the amount of $22,637.43 from Fund 7026, ALI C23016 (Energy Conservation Projects), in FY 20, and an agency released competitive opportunity in the amount of $22,193.56 to contract with State Electric Supply Company, Lancaster, OH, for the procurement of interior lighting material to be replaced & retrofitted by the grantee's facility staff for safety and security and energy savings at the Ohio Department of Rehabilitation & Correction, Lorain Correctional Institution, 2075 Avon Belden Rd, Grafton, Ohio 44044, Lorain County. OFCC project number: SFC-20N006.  
  The scope of this project is to procure new interior lighting material. The current lighting is at the end of its useful life and is costly to maintain. It is estimated that this equipment will save $28,058 annually in utility costs. Since the equipment will be installed by ODRC facility staff, the project pays for itself out of energy savings in less than one year, while the equipment will continue to generate savings over the remainder of its estimated 10- to 15-year life. The institution identified that they needed upgraded lighting several months ago when lamps began to fail. Replacement is necessary to reduce security risks resulting from dark spots inside the facility due to burned out and degraded lamps and fixtures. If the project is not completed, the present security concerns for the institution will continue and the state will lose the opportunity to reduce energy costs and avoid redundant cost as the institution replaces burned out lamps with inefficient lamps.

OFCC conducted a letterhead bidding process in accordance with the process described on page 112 of the Ohio Facilities Construction Manual and awarded to the lowest price responsive and responsible vendor. The request is for State Electric Supply in the amount of $22,193.56 for lighting at Lorain Correctional Institution, 2075 Avon Belden Rd, Grafton, Ohio 44044, Lorain County. The OFCC Energy Services design and administration fee is $443.87 for a total of $22,637.43.
