REQUIRED EXPLANATION OF REQUEST
  The Secretary of State's Office respectfully requests Controlling Board approval to establish appropriation authority in the amount of $3,000,000 for FY 2021, in Fund 5990, ALI 050632 (2020 General Election Ballot Return Postage).  
  This appropriation of state funds will be used by the Ohio Secretary of State to pay the cost of returning absentee ballots on behalf of any Ohio voter who opts to use that manner of voting in the November 3, 2020 General Election. This will not expand Ohio's existing absentee voting opportunities and will not permit universal vote by mail. There will still be in-person voting at polling locations on Election Day, November 3, 2020. No fault absentee voting has been available in Ohio since 2005 and is a safe and secure option for four reasons: 1. Ohio maintains accurate voter lists. 2. Ohio prohibits ballot harvesting. 3. Ohio requires voters to affirm their identity with personally identifying information and a valid signature. 4. Ohioans can track their absentee ballot at VoteOhio.gov/track. No local or county funds will be used for this purpose.

The General Assembly rightly paid the cost of postage for voters in the completion of Ohio's March 17th primary following the closure of election day polling locations under an order from the Director of the Ohio Department of Health due to the unique challenges faced by voters at that time. Many of those same factors, particularly the COVID-19 pandemic, are still present. Therefore, it is necessary for the Secretary of State's Office to make these expenditures of state funds on behalf of voters who face health concerns during the pandemic.
