REQUIRED EXPLANATION OF REQUEST
  Wright State University respectfully requests Controlling Board approval to release capital appropriation in the amount of $110,510.00 from Fund 7034, ALI C27573 (Laboratory Animal Research Renovations), and a change of intent in the amount of $9,881.54 for previously released appropriation in Fund 7034, ALI C27573 in FY18, for construction services for the Laboratory Animal Research Renovations project in Fairborn, Greene County.  
  History: To provide adequate sanitation for the animal racks, cages and support supplies, the cage wash area in the LAR facility is operated 5 days a week for at least 30 hours. The cage wash area is 1225 ft2 and is divided into a clean and dirty side with a tunnel washer, rack washer and 2 steam sterilizers between the 2 areas. 100% outside supply air is provided to these spaces (and the Health Sciences portion of LAR) from a single air handling unit (AHU-2). AHU-1 is located in the mechanical room penthouse. For several years the air handler for the cage wash area has not been able to meet the heat load generated by the cage wash equipment. Clean cage wash room high temperatures average 94.7 degrees. Further evidence of the inability of the current air handler to meet the room cooling needs is the fact that the low temperatures do not go below 75-80 degrees Farenheit on most evenings.This work environment places a heavy burden on WSU staff and must be resolved with the addition of an air handling unit.

Scope: The scope for this portion of the project is to disconnect the existing incinerator in room 033H and remove completely including controls, electrical disconnect switch, etc. Dispose of this offsite. Provide and install a new air handling unit. Basis of design is a Trane Performance Climate Changer. Integrate controls with our existing campus Siemens building automation system. Provide final air balance, system check out, and start-up services as required for a complete, ready-to-operate system.

Selection Process: As the anticipated costs for these services were below the threshold as outlined in the revised code, the University approached three contractors for a proposal of services for the work to be performed. A copy of the contractors proposal for services is included in the attachments to this request. Wright State University recommends award of contract to the lowest proposal, Debra-Kuempel, Cincinnati, Ohio, OAKS ID 0000064438. Debra-Kuempel has done satisfactory work on campus projects in the past. A Change of Intent for previously released appropriation in the amount of $9,881.54 is being requested. These appropriation is available due to a discount received from one vendor and unused contingency. This is our final request for this project. Local funds will be added to cover the balance of the contract amount not covered by state funding.

The Office of Facilities Management and Services at Wright State University will locally administer this project.
